I can't find the source, i heard it from the Overview episode 80, but i can't remember exactly when, but anyways, Mickie said that the new player was
1) From a different country
2) Played in a season of Apex (he said this about the 8th player, not 9th as far as i know)
The different country part was confirmed, so here's the list of non-korean (since they have effect) team players who were in a season of apex and haven't publicly said they were on X team or weren't on a team.

To those predicting KnOxXx, I have bad news:
KnOxXx has been interviewed by a french website as a member of the French WC team, and he has confirmed that even though he went through some tryouts, he will not be in OWL for season 1. He also said that he'll try to get into the league for season 2, and that he has projects for a Contenders S2.

I feel really sad, KnOxXx is one of my favorite players since the good old TF2 days, I really want to see him succeed.
Well, Seagull has said he doesn't play much Genji anymore (on his stream). I think his passion for the game is waning too so I think he'd like to be in S1, play 1 hero and minimize the amount of time he has to put into it so it makes sense that one of their new players would A. have the genji role B. Be someone that is known for being mechanically gifted and smart and capable of learning a new hero should they have to. So Shadder makes a lot of sense but it is just speculation. We will know soon enough I'm sure!
That's not it, him not playing ranked as much as before doesn't mean his passion for the game is wearing off.
He said on stream that what the team needed was him being proficient on 5 heroes, namely Pharah, Junkrat, Soldier, Zarya and one more which I forgot.
Him not playing Genji is because the game isn't too Genji friendly as of now. But if he comes back I don't see him not play it. Or they could get a Genji specialist if they need it down the line.
