That's a possibility, but:
Before the league started Akm had trials for the Fuel, it didn't work 'cause he dind't want to be a benchboy (or so was said).
Rascal leaves London where his playtime is limited, I doubt he'd go to the Fuel for a similar situation, and he's such a skilled player that he can play most of the heroes the other dps of Dallas can play, so...
He is for sure something they really needed, a top tier dive dps, but as someone else pointed out, what about all the other dps they have?
Rascal - Genji main
Effect - Tracer main
Akm - Soldier (Phara?) Main
Taimou - Everything else/Flex?
Seagull - Flex > Substitute dps?
I don't know something is "missing" here
Effect has the ability to play pretty much every dps hero, and probably off tanks as well, so if you wanted to run non-tracer comps, he's also a very good flex dps. The slight concern is they might be very readable dependent on which other dps they sub in with Effect, as that might dictate whether they're running hitscan, Genji or Pharah, but I think they scrim around that

A lot of pression on Taimou, Seagull and Akm to become godly on some specific hero (being it a dps or flex hero), the only serious doubt I have tbh is about Akm, I love the guy, and think he's one of the most "Koreans" of the old-school OW players, but do I remember badly or he said that before OWL started he had trials for Fuel but they didn't go well for various reasons (one being he wasn't looking to beocme a benchboy)?
