I think the best choice you can do as an Academy team is to take young player and raise them in a good enviroment so when they hit 18 they will be ready and at their maximun potential(for that age) before going OWL. Real problems is that seems Academy USA are more focused on NA players ( not a bit but like 90/95%) and some European talent who can really be an OWL superstars if raised in a good eviroment will probabluy be ignored( who said SharP?...but not only him). Anyway is pretty clear why the prefer to raise US talent more than EU since they wanna have some sort of recognition as real local team ( like Philly has literaly 0 NA players on his team and in there only NA except for the 2 Koreans or London that will take an european team while his main is only koreans, the fact is that there is only 1 European Academy team)..this seems like a shame to me but i hope i can be proven wrong

Totally agree with you poi, but there are various reasons imo:
Instead of fostering the EU scene Blizzard "invested" in the Tespa Collegiate (just found out that ZP is casting/gonna cast that?), which don't get me wrong is a very good thing, young players are the future of every sport/esport, but then again NA despite the huge pool of possible players, due to sheer numbers of population, is not a strong region for esports (yet?).
Moving underage players to a foreign country is harder than doing it with more adult ones (parents, legislature/visas, etc...).
And what you already point out, IF they want to bank on the "home town team" effect, especially for young teams they have to utilize local talents, else it simply doesn't work.

Yea you are (unluckyli we can say) right my man...just feels like a shame to me. Hope some org can come and invest on EU Overwatch. After the Pit i was even more impressed with some players. Even the team who came last showed both great players( Cali Lalli Leodeddz Lateks ) and a great team coordination ( Jigsaw)...The talent is here, but i think Blizzard should push a bit more on the selling players to OWL thing. That will probably be the main reason if org come back in europe since there is a lot of talents on an potential OWL level
