Well traditionally eUnited struggled right after big patches and in the first games of tournaments. Seems like that hasn't changed much.

Maybe for teams like Poland. But NL is supposed to be one of the better teams in the WC and while I'm not expecting them to win a map, I think taking 1-2 points on Hybrid and maybe winning one stage on Control or at least go 99-99 should be in the cards.

Not usually. We start a little English in primary school and in most cases have the choice between French and English in 5th grade. In 7th grade we have the choice of a second foreign language, usually English, French, Latin or Spanish depending on the school and what you chose in 5th grade.
That's how it is at least where I live. The school system varies slightly from state to state in Germany
